To exchange information and ideas, implement and innovate policies and programs for the benefit of the children in Schools of District 21 as a whole.  

Offer aid and support to individual schools in finding solutions to their problems, develop parent leadership and build capacity for greater involvement.

Ensure that the parent's right of constitution is exercised re: Community District Education Council and the Community Superintendent, in matters concerning either an individual school or the Council as a whole.

Cooperate and establish liaison with Civic organizations to achieve common objectives.
